Common GED bill traps

No free-unit slab, unlike Delhi or Punjab

Goa's first 100 units are cheap at ₹2.10/unit, but there is no free-unit allowance — you're billed from the very first unit, unlike states that zero out a starting block.

The combined duty isn't in this estimate

A ₹0.30/unit combined electricity and public-lighting duty applies on top of the slab rates and is not modelled here, so your real GED bill will run a little higher.

GED is a government department, not a company

Unlike most states, Goa's electricity supply is run directly by a government department rather than a corporatised discom — billing processes and portals may look different from states you're used to.

How the GED bill is calculated

Cheap first slab, but no free units

Goa has one of the cheapest opening slabs in India (₹2.10 for the first 100 units) but, unlike Delhi or Punjab, offers no free-unit slab — you are billed from the very first unit. A five-tier telescopic structure applies.

How the Goa bill is calculated

Goa domestic supply is billed monthly. Consumption is split across telescopic slabs from ₹2.1 to ₹6.6/unit, each band charged at its own rate. A fixed charge of ₹25 per kW of sanctioned load applies.

Your bill, component by component

Based on the 200-unit example above. Expand each line for what it means and whether you can influence it.

Energy chargeReducible₹520.00+

Priced across telescopic slabs — the more you use, the higher the marginal rate. Shifting usage below your next slab threshold lowers this line directly. This example totals ₹520.00.

Fuel cost adjustment (FCA)Set by DISCOM₹0.00+

A ₹0/unit pass-through surcharge that tracks the DISCOM's power-purchase cost. It applies equally to every consumer on this tariff and isn't something you can reduce by changing usage.

Fixed chargeFixed₹75.00+

Charged regardless of how many units you use (₹25/kW × 3 kW). The only way to change this line is to change your phase, sanctioned load, or connection type.

How to read your meter

Digital meters show a running total in kWh ("units") on an LCD display — write down the number before the decimal point. To find your consumption for a billing period, subtract your previous reading from your current reading; that is exactly what the "Meter reading" mode in the calculator above does for you. Analog meters use a set of dial gauges read left to right — note the number the pointer has just passed on each dial.

Tools that cut your bill

Swap CFL for LED bulbs

Replacing a 15W CFL with a 9W LED bulb, run 6 hrs/day, saves about ₹86.72/year at Goa's top slab rate (₹6.60/unit) — per bulb.

Upgrade to a 5-star AC

A 1.5 ton 5-star AC vs 3-star, run 6 hrs/day, saves about ₹3,678.93/year in Goa.

GED's top domestic slab rate is ₹6.60/unit — more expensive than MSEDCL (₹9.56/unit), — cheaper than MGVCL (₹5.20/unit), — more expensive than BESCOM (₹8.60/unit). Billing cycles also differ: GED bills monthly, while MSEDCL bills monthly, MGVCL bills monthly, BESCOM bills monthly.

Tips to reduce your GED bill

  • Where practical, keep usage below your next slab threshold — the marginal units above ₹6.60/unit cost the most.
  • For high-usage households, rooftop solar can offset your most expensive top-slab units — see the solar section above.

Net metering explained

Net metering lets a rooftop solar system export surplus power back to the grid through your existing meter, which runs in reverse. At billing time, your DISCOM credits the exported units against what you drew from the grid — you're billed only for the net difference. Combined with telescopic slabs, this typically offsets your most expensive units first. Estimate your solar payback →

About GED

The Goa Electricity Department (GED) was established in 1963 and remains a direct department of the Government of Goa — it was never unbundled or corporatised into a separate distribution company, unlike almost every other Indian state.

GED is the sole licensee for generation, transmission and distribution across the entire state, covering Panaji, Margao, Vasco and all other areas of Goa.

Does GED supply electricity to all of Goa?

Yes. GED is the single, statewide electricity provider for Goa, covering Panaji, Margao, Vasco and every other part of the state — there is no regional split or separate discom to check.

How to check and pay your bill

  1. 1Visit the official GED website's Pay Online section
  2. 2Enter your Consumer Number to fetch your current bill
  3. 3Verify the amount and pay via UPI, card or net banking
  4. 4Save the payment receipt for your records

Frequently asked questions

Is the Goa electricity tariff telescopic?

Yes. Goa charges telescopically: each slab is billed at its own rate, so moving up a slab does not re-price your cheaper units.

What is the fixed charge for a Goa domestic connection?

The fixed charge is ₹25 per kW of sanctioned load.

How accurate is this Goa bill estimate?

It uses the published domestic slab rates and is a close estimate, not a billing-grade figure. A ₹0.30/unit combined electricity + public-lighting duty is not modelled here. Always confirm against your official GED bill.

Does GED supply electricity to all of Goa?

Yes. The Goa Electricity Department is a direct government department and the sole licensee for generation, transmission and distribution across the entire state — including Panaji, Margao and Vasco — unlike most Indian states, which have corporatised or split their electricity boards.

How do I check or pay my GED bill online?

Pay via the official portal at goaelectricity.gov.in (Pay Online section), or through the Goa Online e-bill service. For queries, call the 24×7 helpline 1912.

What is GED, and how long has it existed?

The Goa Electricity Department (GED) was established in 1963 and has remained a government department ever since — it was never corporatised or privatised, making it one of the last true state "electricity boards" in India.
