Common MSPDCL bill traps

MSPDCL is a subsidiary of MSPCL — check which one you need

MSPCL (the parent) and MSPDCL (distribution) are separate companies with separate contact channels. For billing, meter or supply issues, use MSPDCL's portal and helpline, not MSPCL's.

Fixed charge is per kW, not a flat monthly amount

Manipur's ₹70/kW fixed charge scales with your sanctioned load — a higher-load connection carries a proportionally higher fixed charge than a small single-point residential connection.

5% electricity duty applies on top of energy and fixed charges

Like most northeast states, Manipur adds a 5% electricity duty to the combined energy and fixed charge — easy to forget when mentally estimating from the slab rates alone.

How the MSPDCL bill is calculated

A simple three-tier structure

Manipur charges domestic consumers on a three-tier telescopic basis (₹4.50 / ₹5.50 / ₹6.50) with a ₹70/kW monthly fixed charge and a 5% electricity duty.

How the Manipur bill is calculated

Manipur domestic supply is billed monthly. Consumption is split across telescopic slabs from ₹4.5 to ₹6.5/unit, each band charged at its own rate. A fixed charge of ₹70 per kW of sanctioned load applies, plus a 5% electricity duty.

Your bill, component by component

Based on the 150-unit example above. Expand each line for what it means and whether you can influence it.

Energy chargeReducible₹725.00+

Priced across telescopic slabs — the more you use, the higher the marginal rate. Shifting usage below your next slab threshold lowers this line directly. This example totals ₹725.00.

Fuel cost adjustment (FCA)Set by DISCOM₹0.00+

A ₹0/unit pass-through surcharge that tracks the DISCOM's power-purchase cost. It applies equally to every consumer on this tariff and isn't something you can reduce by changing usage.

Fixed chargeFixed₹210.00+

Charged regardless of how many units you use (₹70/kW × 3 kW). The only way to change this line is to change your phase, sanctioned load, or connection type.

Electricity dutyStatutory₹36.25+

A 5% state government levy on the energy charge — set by statute, not by the DISCOM, and not reducible by usage pattern.

How to read your meter

Digital meters show a running total in kWh ("units") on an LCD display — write down the number before the decimal point. To find your consumption for a billing period, subtract your previous reading from your current reading; that is exactly what the "Meter reading" mode in the calculator above does for you. Analog meters use a set of dial gauges read left to right — note the number the pointer has just passed on each dial.

Swap CFL for LED bulbs

Replacing a 15W CFL with a 9W LED bulb, run 6 hrs/day, saves about ₹89.75/year at Manipur's top slab rate (₹6.83/unit) — per bulb.

Upgrade to a 5-star AC

A 1.5 ton 5-star AC vs 3-star, run 6 hrs/day, saves about ₹3,807.13/year in Manipur.

MSPDCL's top domestic slab rate is ₹6.50/unit — more expensive than APDCL (₹7.60/unit), — more expensive than DOPN (₹6.50/unit). Billing cycles also differ: MSPDCL bills monthly, while APDCL bills monthly, DOPN bills monthly.

Tips to reduce your MSPDCL bill

  • Where practical, keep usage below your next slab threshold — the marginal units above ₹6.50/unit cost the most.
  • For high-usage households, rooftop solar can offset your most expensive top-slab units — see the solar section above.

Net metering explained

Net metering lets a rooftop solar system export surplus power back to the grid through your existing meter, which runs in reverse. At billing time, your DISCOM credits the exported units against what you drew from the grid — you're billed only for the net difference. Combined with telescopic slabs, this typically offsets your most expensive units first. Estimate your solar payback →

About MSPDCL

The erstwhile Electricity Department, Government of Manipur, was unbundled on 1 February 2014 under the Manipur State Electricity Reforms Transfer Scheme, 2013 (as mandated by the Electricity Act, 2003), into two state-owned companies: Manipur State Power Company Ltd (MSPCL) and Manipur State Power Distribution Co. Ltd (MSPDCL).

MSPDCL is a 100% subsidiary of MSPCL, incorporated to carry out power distribution and retail supply within the state as a deemed licensee. It houses the entire 11kV-and-below distribution network across Manipur's districts, including Imphal.

Does MSPDCL supply electricity across all of Manipur, including Imphal?

Yes. MSPDCL is Manipur's sole distribution licensee, operating divisional offices across the state's districts, including Imphal East and Imphal West — there is no separate DISCOM for the capital.

Frequently asked questions

Is the Manipur electricity tariff telescopic?

Yes. Manipur charges telescopically: each slab is billed at its own rate, so moving up a slab does not re-price your cheaper units.

What is the fixed charge for a Manipur domestic connection?

The fixed charge is ₹70 per kW of sanctioned load.

How accurate is this Manipur bill estimate?

It uses the published domestic slab rates and is a close estimate, not a billing-grade figure. Always confirm against your official MSPDCL bill.

Does MSPDCL supply electricity across all of Manipur, including Imphal?

Yes. MSPDCL is the state distribution utility and deemed licensee for the whole of Manipur, including Imphal, with divisional operations across the state's districts.

How do I check or pay my MSPDCL bill online?

Pay via the official e-Bill portal at billing.mspdcl.info. For queries, call the toll-free helpline 1912, the Imphal helpline (0385) 2410060, or WhatsApp +91 76400 81238.

What is MSPDCL, and how did it form?

MSPDCL was created on 1 February 2014 when the erstwhile Electricity Department, Government of Manipur, was unbundled under the Manipur State Electricity Reforms Transfer Scheme, 2013, into Manipur State Power Company Ltd (MSPCL) and Manipur State Power Distribution Co. Ltd (MSPDCL) — a 100% subsidiary of MSPCL that now handles distribution and retail supply as the state's deemed licensee.
