What are slabs in electricity billing?
Most Indian DISCOMs bill domestic electricity using telescopic slabs — tiered per-unit rates that rise as your consumption increases.
- Each slab has its own rate — for example the first 100 units might be billed at one rate and the next 100 at a higher one.
- Slabs are telescopic, not retroactive — only the units that fall inside a higher slab are billed at that slab's rate, not your entire consumption.

EPD is a government department, not a corporation
Like Puducherry, Sikkim has not corporatized its power utility — EPD operates as a direct state government department. Billing and support channels can differ from the corporatized DISCOM model used in most other states.
Fixed charge is phase-based, not load-based
Sikkim charges a flat ₹50 (single-phase) or ₹200 (three-phase) fixed charge regardless of your sanctioned load in kW — unlike neighbouring northeast states such as Tripura and Manipur, which charge per kW.

How to read your meter
Digital meters show a running total in kWh ("units") on an LCD display — write down the number before the decimal point. At billing time, your DISCOM credits the exported units against what you drew from the grid — you're billed only for the net difference. About EPD-SK
- 1927 — A 50 kW micro-hydel plant was commissioned at Ranikhola near Gangtok on 27 May, one of the earliest hydro installations in the eastern Himalayas.
- 1957 — A diesel power house followed in Gangtok.
- 1975 — Sikkim joined the Indian Union on 16 May as its 22nd state, and the power network expanded substantially to reach remote mountainous areas.
- Today — Electricity is supplied directly by the state government's Energy & Power Department (EPD) — Sikkim has not corporatized its distribution business into a separate company.
