The 250-unit cliff is the single biggest trap
Below a 250 units/month average, KSEB charges telescopically. The moment your average crosses 250, your entire bi-monthly consumption is re-billed at a single higher non-telescopic rate — not just the units above 250. This calculator only models the telescopic range and is not accurate above it.
Bi-monthly bill, monthly-average trigger
Because the 250-unit threshold is assessed on your monthly average (bi-monthly total ÷ 2), a 501-unit bi-monthly bill crosses the cliff even though “501” doesn't look close to “250” at first glance.
Fixed charge depends on phase
KSEB's fixed charge is ₹80 for single-phase and ₹220 for three-phase connections per bi-monthly cycle — a similar structure to Tamil Nadu's, but at different amounts.

KSEB के बारे में
The Kerala State Electricity Board (KSEB) began functioning on 31 March 1957. Under the Electricity Act 2003, it was converted into a company — Kerala State Electricity Board Limited (KSEBL) — incorporated on 14 January 2011 and operating independently from 1 November 2013. “KSEB” remains the name most commonly used for bills and customer service.
KSEB distributes power across nearly all of Kerala, with a few exceptions: the Thrissur Municipal Corporation area, the Munnar (Kannan Devan Hills) area, and several small industrial-park zones are served by separate, smaller licensees.
Does KSEB supply electricity to Kochi and Thiruvananthapuram?
Yes — KSEB covers both Kochi and Thiruvananthapuram (Trivandrum) along with the rest of Kerala. The notable exceptions are the Thrissur Municipal Corporation area and Munnar (Kannan Devan Hills), which have their own separate distribution licensees.
