The ₹80/kW fixed charge is high relative to neighbours
Meghalaya's fixed charge of ₹80 per kW of sanctioned load is on the higher end among northeast states — a larger sanctioned load adds meaningfully more to your fixed charge than in states with flat or lower per-kW rates.
The BPL concessional rate isn't applied automatically

Under the Meghalaya Power Sector Reforms Transfer Scheme, 2010, the state government unbundled the former Meghalaya State Electricity Board into four companies: Meghalaya Energy Corporation Ltd (MeECL, the holding company), Meghalaya Power Distribution Corporation Ltd (MePDCL, distribution), Meghalaya Power Generation Corporation Ltd (MePGCL, generation) and Meghalaya Power Transmission Corporation Ltd (MePTCL, transmission).
MePDCL itself was incorporated on 18 December 2009 and has been vested with statewide distribution since the transfer scheme took effect, serving both urban centres like Shillong and rural areas across the state.
