Common HPSEBL bill traps

The first 125 units genuinely stay free

Himachal's slabs are telescopic — the first 125 units are free regardless of how much more you use that month, and only the units above 125 are billed at ₹4.17, then ₹5.90 above 300. Going over 125 units does not retroactively charge you for the free block.

The band above 300 units rises steeply

The jump from ₹4.17 to ₹5.90/unit for consumption above 300 is a meaningful step up — a summer AC month can cost noticeably more per additional unit than a winter one.

HPSEBL is statewide — no regional discom to check

Unlike several neighbouring states, Himachal Pradesh has one electricity board for the whole state, so there's no risk of being on a different discom than expected.

First 125 units free

Himachal continues to give domestic consumers their first 125 units free of cost. From 126 units the slabs are merged into a single subsidised ₹4.17/unit, and above 300 units the full ₹5.90/unit applies with the earlier subsidy withdrawn.

How to read your meter

Digital meters show a running total in kWh ("units") on an LCD display — write down the number before the decimal point. The Himachal Pradesh State Electricity Board was constituted on 1 September 1971, under the Electricity Supply Act, 1948, as a vertically integrated state utility.

It was reorganised into Himachal Pradesh State Electricity Board Ltd (HPSEBL), a limited company, with effect from 14 June 2010. HPSEBL remains the sole distribution licensee for the entire state, headquartered in Shimla.
