Common UPCL bill traps

The fixed charge depends on your sanctioned load tier

UPCL charges ₹75/month up to 1 kW, ₹85/month up to 4 kW, and ₹100/month above that — not a single flat fee. A larger sanctioned load raises the fixed charge even if your usage stays the same.

Rural and hill rebates aren't applied automatically

Rural connections get a 5% rebate and hill-area connections a 10% rebate on the bill, but this calculator does not apply these automatically — factor them in separately if you qualify.

Electricity duty isn't in this estimate

A ₹0.15/unit electricity duty applies on top of the slab charges and is not modelled here, so your real UPCL bill will run slightly higher.

How the UPCL bill is calculated

Load-tiered fixed charge and hill rebates

Uttarakhand’s fixed charge is tiered by sanctioned load (₹75 up to 1 kW, ₹85 up to 4 kW, ₹100 above), and rural areas get a 5% and hill areas a 10% rebate on the bill.

How the Uttarakhand bill is calculated

Uttarakhand domestic supply is billed monthly. Consumption is split across telescopic slabs from ₹3.65 to ₹7.8/unit, each band charged at its own rate. A fixed charge of a flat ₹85/month applies.

Your bill, component by component

Based on the 200-unit example above. Expand each line for what it means and whether you can influence it.

Energy chargeReducible₹890.00+

Priced across telescopic slabs — the more you use, the higher the marginal rate. Shifting usage below your next slab threshold lowers this line directly. This example totals ₹890.00.

Fuel cost adjustment (FCA)Set by DISCOM₹0.00+

A ₹0/unit pass-through surcharge that tracks the DISCOM's power-purchase cost. It applies equally to every consumer on this tariff and isn't something you can reduce by changing usage.

Fixed chargeFixed₹85.00+

Charged regardless of how many units you use (flat). The only way to change this line is to change your phase, sanctioned load, or connection type.

How to read your meter

Digital meters show a running total in kWh ("units") on an LCD display — write down the number before the decimal point. To find your consumption for a billing period, subtract your previous reading from your current reading; that is exactly what the "Meter reading" mode in the calculator above does for you. Analog meters use a set of dial gauges read left to right — note the number the pointer has just passed on each dial.

Tools that cut your bill

Swap CFL for LED bulbs

Replacing a 15W CFL with a 9W LED bulb, run 6 hrs/day, saves about ₹102.49/year at Uttarakhand's top slab rate (₹7.80/unit) — per bulb.

Upgrade to a 5-star AC

A 1.5 ton 5-star AC vs 3-star, run 6 hrs/day, saves about ₹4,347.82/year in Uttarakhand.

Tips to reduce your UPCL bill

  • Where practical, keep usage below your next slab threshold — the marginal units above ₹7.80/unit cost the most.
  • For high-usage households, rooftop solar can offset your most expensive top-slab units — see the solar section above.

Net metering explained

Net metering lets a rooftop solar system export surplus power back to the grid through your existing meter, which runs in reverse. At billing time, your DISCOM credits the exported units against what you drew from the grid — you're billed only for the net difference. Combined with telescopic slabs, this typically offsets your most expensive units first. Estimate your solar payback →

About UPCL

When Uttarakhand was created from Uttar Pradesh under the UP Reorganisation Act, 2000 — following the 1999 trifurcation of the erstwhile UP State Electricity Board under the UP Electricity Reforms Act, 1999 — its share of distribution assets was transferred to a new company, Uttarakhand Power Corporation Ltd (UPCL), incorporated on 12 February 2001.

UPCL is the sole distribution licensee for the state, serving all 13 districts — Dehradun, Haridwar, Nainital, Udham Singh Nagar, Pauri, Tehri, Pithoragarh, Almora, Uttarkashi, Rudraprayag, Chamoli, Bageshwar and Champawat.

Does UPCL supply electricity to Dehradun and Nainital?

Yes. UPCL is the sole distribution licensee for all of Uttarakhand, including Dehradun and Nainital — there is no regional split like in neighbouring Uttar Pradesh.

Frequently asked questions

Is the Uttarakhand electricity tariff telescopic?

Yes. Uttarakhand charges telescopically: each slab is billed at its own rate, so moving up a slab does not re-price your cheaper units.

What is the fixed charge for a Uttarakhand domestic connection?

The fixed charge is a flat ₹85/month.

How accurate is this Uttarakhand bill estimate?

It uses the published domestic slab rates and is a close estimate, not a billing-grade figure. A ₹0.15/unit electricity duty and the rural/hill rebates are not modelled here. Always confirm against your official UPCL bill.

Does UPCL supply electricity to all of Uttarakhand?

Yes. UPCL is the sole distribution licensee for the entire state, covering all 13 districts including Dehradun, Haridwar, Nainital and Udham Singh Nagar — there is no regional split.

How do I check or pay my UPCL bill online?

Pay via the official Web Self Service portal at upcl.org. For queries, call the toll-free helpline 1800-419-0405 or 1912.

What is UPCL, and how did it form?

When the state of Uttarakhand was carved out of Uttar Pradesh under the UP Reorganisation Act, 2000, the erstwhile UP State Electricity Board's assets in the new state were transferred to Uttarakhand Power Corporation Ltd (UPCL), incorporated on 12 February 2001.
